Language Mishaps:

On the top menu/tools

Putting your mouse over Edit as Text shows german text at the bottom

Some of the options there are also in german and show german text at the bottom if mouse goes over them

On the toolbar icons the same thing occurs.. When you hover the mouse over them they show german text both in the little popup note and at the bottom

Could you please describe more detaily? Actually Resource Builder doesn't affect either Recycle Bin or shell.

On my computer right clicking on the recycle bin shows newmenuoption plus everything else

I afraid this is not related to Resource Builder, since it doesn't integrate into the shell anyhow.
May be you've installed some other program that performs this?
