First of all, I would strongly suggest that you buy one registered copy of the Full Source version of TsiLang. Then you would be able to trace the code and find where it fails... Here, we would not succeed without it.
However, without tracing teh source, here are some tips that you can try to find where your integration problem comes from.
I would first try re-installation on a
fresh computer which does
not have neither Delphi nor any 3rd party Components installed yet.
A) Install Delphi then a trial version of a
previous version of TsiLang, such as 6.4. And test to see if the problem is still there
with one of the Delphi demo application (I had to do that many times in 2008

).

Test A) is OK:
If the Translation Editor works well with fresh Delphi and TsiLang 6.4, then try upgrading to TsiLang 6.5 to see if the problem comes back (I suppose that this the version that you are using). If the problem unfortunately comes back with 6.5, then return to Igor...
C1) If TsiLang 6.5 works well without your BusinessSkinForm and GEexpert, try installing them one at the time and retest the demo application each time, adding some of their stuff to the demo application... When the problem pops again, ask the author of that package what they could have done that prevents running TsiLang...

Test A) failed:
If the problem occurs with only Delphi and Tsilang 6.4 installed, try intalling them on an
English Windows and test again. Here it is what we use, and it works OK
By the way, it would also be usefull to Igor if you tell him which versions of Delphi and TsiLang you are using.
