Exclusive lock on *.sil, *.sib files

When we start our application, and some people do it at the same time, we get a error message that the sil file is exclusive locked and we have to try it again.
Why siComponents lock sil files exclusive, is it a bug? How we can solve the problem?

Hello,
When loading either from SIL or SIB files opened with fmShareDenyNone flag which tells no any locking apply. So I guess the problem may be somewhere else not it reading SIL/SIB file. If you can reproduce this problem an some sample project and send it to use we will be able to deeply investigate the case.
