today ,i re-install delphi5.and next, i uninstall Tsilang, and then re-install tsilang . i found that no Tools/Tsilang experts in delphi IDE.why?

Did you select Delphi 5 option during install? Anyway, in case anything went wrong during setup you can always install manually packages into IDE using Delphi menu Compoenent | Install Packages and locate TsiLangD5 package.
