OT: Help authoring...

Hi,
Sorry for this off-topic, but as there are many persons here involved in internationalization I'll just give it a shot:
Does it exist tools for multilingual help authoring? I imagine using English as 'default' language and when working on and extending the English version, the same new pages in the other languages are automatically created (but with English draft text), ready to translate text and links. This should ensure that the help system is consistent for all languages.
Thanks for tips if you have heard about such software.
