translation of TTabSheet to Romanian

Hello!
I have a problem to translate TTabSheet Captions to Romanian.
It seems, that the charset is incorrect. The translation is not displayed correctly. I choose easterneurope charset and font Arial. Labels on the TabSheet or elsewhere on the form are translated well.
There is the same behaviour with translation to Russian.
Where is my mistake?
