Reinstallation and update of C++ Builder fix this problem.
Now version is 12.0.3170.16989.

Problem with installation 6.4.0.0
After instalation of evaluation version TsiLang 6.4.0.0 under C++ Builder 2009 undermentioned error occured: The procedure entry point @Sysutils@StringReplace$qqrx20System@UnicodeStringt1t149System@%Set$t21Sysutils@SysUtils__15$iuc$0$iuc$1% could not be located in the dynamic link library rtl120.bpl...
